Here are my new rules. They constitute a complete replacement for the original rules, although of course you'll note much that has not changed. There are still many things I'm not sure about, rules that seem overly complicated, additional scenarios (Persian War, Macedonian conquest, etc.) I haven't had time to invent, lack of a solitaire mode, and so on. But there you are.
The game uses the same map, although I've added some additional features, hopefully not so many that you can't just use the map unmodified and remember which spaces are in which areas. The original counters are still used, but because I've changed the rules so that each city-state has its own nationality of units, additional counters will be needed. That's kind of a pain, I know, but the alternative was confusion about which units belong to whom.
I also have a version of the rules in a Microsoft Word document, and an Excel spreadsheet with some counters and major city-state status cards (for treasury, bellicosity, etc.). I'll try to post them on the site soon.
