W. H. Scott, known in the family as Uncle Bill, was a merchant in Friendship, Allegany County, New York.
The portrait was probably taken by his son Don Carlos Scott (1869-1918).
Don was a photographer and demonstrator for Eastman Kodak company in the early days of popular photography.

The drawing of the Brick Block in Friendship, to the right, is taken from the Beers History of Allegany County.
W. H. Scott's store is plainly labeled. He carried dry goods, groceries and medicines, and had a lot of competition from the other stores in the same block.
The Brick Block is on the north side of Main at the corner of Depot.
